Permits and permission to proceed

Workplace support Contractors Permits and permission to proceed

High-risk activities on our campuses are managed by the Flinders University permit or permission to proceed risk management process.

To apply for approval, click here, select the appropriate permit and upload task specific supporting documentation.

Note: Your application MUST include detailed task-specific information and supporting documentation. This will ensure appropriate review / approval can occur in a timely manner. Submit your permit as early as possible as some applications can take up to 10 business days to approve.

Permits

Permits need to be completed and authorised prior to starting any works. See the headings below for information about the types of work needing a permit.

ALL PERMITS AND PERMISSION TO WORK APPLICATIONS MUST BE SUBMITTED BY THE HEAD CONTRACTOR (sub-contractors are not able to submit.)

Approved permits will be valid for the day(s) and time(s) displayed in the Now Agent app. 

Supporting documentation may include:

  • Risk control documents (SWP, JSA, SWMS)
  • Emergency or Rescue Management Plans
  • Pedestrian and/or Traffic Management Plans
  • Verification of competency information.

Once submitted, to view your permit details, add additional attachments or provide a comment to the approval team, go to 'My Permits' menu on your Service One portal on on your Now Agent mobile app.

Service isolations (fire/smoke systems, gas, electricity, water, etc) keyboard_arrow_up

After an isolation permit has been approved, please contact Security on (08) 8201 2880 to isolate the relevant system/zones, if required.

Confined spaces keyboard_arrow_up

You can only enter a confined space if you are trained and authorised. A permit is required for each confined space.

Asbestos removal keyboard_arrow_up

Asbestos removal

The University has a procedure to identify and manage asbestos and asbestos-containing material (ACM), as well as an Asbestos Management Plan. We also keep a comprehensive register to identify asbestos and ACM in University buildings. The Asbestos Register is available to anyone on request. Please contact our customer service team (pfd@flinders.edu.au) during business hours to obtain a copy. Please note, requests are actioned Monday – Friday 9am – 5pm. 

We require copies of the following documents before we can issue a Flinders University asbestos permit:

  • the asbestos removal notification from SafeWork SA
  • the Asbestos removal control plan (ARCP)
  • the Safe Work Procedures for the proposed work
  • a site-specific Safe Work Method Statement/JSA.

We also require:

  • the removalist’s licence to remove asbestos
  • the removalist’s current insurance cover for asbestos removal
  • the current training records for staff undertaking the removal work.

Working with heavy vehicles/cranes keyboard_arrow_up

Bedford Park campus has many hard-standing locations that can accommodate temporary housing of cranes and heavy plant equipment. However, not all surfaces have the same load-bearing capability, and restrictions may apply depending on the use of the area and types of activities occurring there. Please read through our guidelines.

Head contractors must ensure permission has been granted by the University, and that all appropriate safety measures are in place for the duration of the plant/vehicles’ presence at Bedford Park.

Bringing heavy vehicles or cranes onto campus

Permission to proceed

The permission to proceed process focuses on public safety and continuing our operations at Flinders. The aim is to form a ‘perimeter of protection’ agreement between the University and those undertaking an approved task. Other risk management processes or legislative obligations may also apply in conjunction with this process.

This process applies to any worker undertaking a task issued by the University that meets the permission to proceed definition.

Hot work keyboard_arrow_up

Hot work permission to proceed is needed for any work involving:

  • cutting or grinding with the potential to produce sparks
  • welding, thermal or oxygen cutting or heating
  • other open-flame heating or spark-producing operation.

  • Any chemical safety data sheets (SDS), where applicable

Note: Hot work permission to proceed will not be approved (and may be rescinded) on a total fire ban day, or in other hazardous circumstances.

Excavation keyboard_arrow_up

An excavation permission to proceed is required for any works where the excavation is deeper than 200 mm. 

We require the following related documents:

  • Excavation alignment diagram
  • Underground services scan
  • Emergency Management Plan
  • Any risk control documents (SWP, JSA, SWMS)
  • Pedestrian and/or Traffic Management Plan, where applicable.
Working at heights keyboard_arrow_up

A working at heights permission to proceed is required for any work where:

  • there is an inherent* risk of falling more than 2 metres (measured from the person’s feet to ground level) OR
  • there is other potential for a fall (an object or person) that is reasonably likely to cause serious injury.

*‘Inherent’ refers to the level of risk that an activity/hazard category would pose if no controls or other mitigating factors were in place.

We require the following related documents:

  • Any risk control documents (SWP, SWMS)
  • Pedestrian and/or Traffic Management Plan, where applicable
  • Rescue Plan (applicable for fall arrest)
  • Working at height competency (applicable when a harness is used).
